DVYFC Scout Team Rules & Guidelines
The specific objective of this program is to provide a truly instructional level of play for the younger, less experienced participant.

This program is voluntary but in order to be eligible, an organization must certify a minimum of 33 (thirty-three) Jr. Pee Wee players at the time of official weigh-ins.
The age and weight shall be 7, 8 and 9 year olds weighing a minimum of 45 pounds and no more than 85 pounds. No Scout Team should have more than four 9 year olds.

The minimum number to certify will be 15 and the maximum number shall be 35.

No organization shall have more than one Scout Team.

The age of the participant shall be determined as set forth in the Diablo Valley Youth Football Conference Rule Book for all other levels of play.  See rule number 2.1.3.

All certification requirements will be the same as all other levels of play.

The first day of practice shall be the same as all of the other levels of play.

All Jr. Pee Wee’s and potential scout team members will begin the first day of practice together. However, once the five day conditioning period ends and equipment is used, the 7 year olds must be separated from JPW players and into their Scout Squad.

The scout team shall have coaches who meet the same requirements as any other coach coaching within the Diablo Valley Conference.

Official Weigh-ins for Scout Teams will be done at the weigh-in for the first scheduled Scout Game. DVYFC officials will conduct this weigh in, certifying Scout Team participants from the two participating teams.

Once a participant has been certified on the Scout Team, he or she may not be moved to any other division of play.

Additions after certification to the scout team will be handled as stated in the Diablo Valley Conference Rule book number 3.4.

The equipment requirements for the Scout Team shall be the same as any other team with these exceptions:

bulletEach team shall be required to have only one jersey, which shall be numbered.  The color will be declared by the conference.  It is not mandatory that these jerseys meet all of the requirements specified by rule number 4.1.7.  Jerseys do not need to tuck into the pants but must cover all equipment.
bulletThe official ball will be the same used by the Jr. Pee Wee team.

Games will be played using the jamboree format.    No score will be kept.  Scrimmages will be scheduled based on number of plays rather than time. 

Officials will be required at each scout site.

DVYFC officials will be scheduled to be at each scout sight. The DVYFC Official will conduct each game day weigh in. No exceptions.

The no blitzing rule will be enforced.

Games are conducted in Jamboree format. The DVYFC official will provide each team with the playing “grids”. Each grid will be for 8 minutes. However, at the discretion of the DVYFC official, grid times may be reduced so as not to delay the start of the JPW game.

There will be a mercy rule in effect for each grid. Should a team score four touchdowns in any given grid, players should be moved by coaches from their starting positions to another position for the remainder of that grid.

Each child will be required to get a minimum amount of plays.  Each scout team will provide on minimum play monitor. The other monitor will be provided by the hosting city.

Coaches will be allowed on the field to place the participants into position and to instruct them.  No more than 5 extra players may be allowed on the field during a scrimmage and must be kept back out of the range of play.

Offensive and defensive plays only.  No kick off, kick off return or extra points will be kicked.

The hosting organization shall provide:

Hosting organizations shall provide a snack bar, locker room and will ask for the same donation as any other game site. It is the goal of the Scout Program that Scout games are slotted to begin before  Junior Pee Wee games on the main field. However, should this not be possible and the Scout Game be relegated to a back or side field with the games played concurrent with the JPW game, the hosting city shall not charge any  admission to Scout Parents. .Such situations are not desirable and should be the exception rather than the norm.

As with the other divisions, Scout Teams shall provide the announcer with rosters so each participant can be announced at the beginning of the day.

All rules and regulations of the Diablo Valley Youth Football Conference shall be followed unless otherwise amended by the Conference Board of Directors.

Because this program is in the development stages and is new to the conference, no major changes will occur to the basic format for at least 5 years from its approval, to give this program a chance to succeed.  It can though be dissolved by the Conference Board of Directors, if it is deemed necessary, to preserve the good order of the Diablo Valley Youth Football Conference.
